I've played through about the first ten levels now, so I can tell you most (all?) of the things which are new in SF4 compared to SF3.
Unfortunately, the developers' attitude to killing animals and people is once more here, causing potentially difficult conversations with kids about why you're killing reindeer, penguins, Eskimos, and even Santa (!). But really, that's the only negative point here (and yes, it DOES still irk me).
All of the new power-ups in SF3 seem to be here: Night, Meteor Rain, Wind, and Earthquake, among others. And, there are some fun new ones, such as Fog (think whiteout), Obstacle (puts a line of small walls near your "gun"), Shock ("vibrates" the view for a moment), Atom Robot, UFO, Killing Whirligig, etc.
The major "new thing" compared to SF3 is the Diamonds. These fall randomly: collect ten during a level and a jingle sounds; when the level ends, your ENTIRE SCORE for that level is doubled. Nice!
Perhaps there is yet more to discover, but as with SF3, it's a step up from its predecessors and good fun to play, provided you enjoy breakout-type games. And of course, you can always turn down the volume on those whimpers, nose music, etc. (!)
